Legislative Update: Federal Railroad Administration Corridor Program

March 29, 2026

Last Monday, the Minnesota House Transportation Finance and Policy committee heard HF 3176, a bill endorsing new corridor studies for Saint Paul to Fargo and Twin Cities to Kansas City. The bill was heard at the very end of a meeting with minimal time for explanation or discussion, and some members did not realize the bill did not require any state money. While there was excellent testimony from Cale Dunwoody of Fargo Moorhead West Fargo Chamber and Ian Rigg of the City of Albert Lea, the bill did not progress.

There is still potential for HF3176 / SF 2887 to pass. While session is currently recessed, SF 2887 will get a hearing in the Senate Transportation committee after the break, where it is more likely to pass. If we build bipartisan support, the bill could still be included in a conference committee bill. It is a good time to contact your legislators and explain why you support passenger rail.
